Scenario 2:
 

A large Radiological Exposure Device (RED) is detected in San Diego near the entrance to Broadway Pier by the MDI Radiological Surveillance System. Radiological situational awareness is created by the surveillance system using mobile radiological sensors deployed on naval ships, coast guard boats, police vehicles, and statically deployed sensors in the surrounding community. Resulting information is used to assess attack, oversee the pier evacuation, and brief US NorthCom officials.
